For Paint tool SAI it is better to have Windows Ink turned off. The 'Use Windows Ink' option must be enabled in the tablet driver, if Photoshop CC should use it. Other Photoshop versions looked into 'Wintab', newer version look into 'Windows Ink'.

I disabled the scaling on High DPI settings to get away with the jitters, but no success I used to paint in Paint tool sai, the pressure is not working here.
